Holland isn't rich in natural resources. Its own gas, coal and oil supplies provide only 5% of country demands for them. That's why excavation of oil from the oil fields in the North Sea becomes more and more popular. The geographic location and especially an access to the sea favour the development of sea fishing , commerce and transport by sea.
